You get one automatic stat raise per level currently. The stat raises available are how many you can potentially get by donating gold (in increments of 100) at the temple. In the example you provided, you could get up to 18 stat raises through donations. Of course, it requires a lot of donating.

I realize I was unclear on one point: you can donate in the temple  in increments of 100 gold, but you can donates amounts from 100 to 1000, with the bigger donations being more likely to grant a stat increase. I don't know the exact probabilities - but you get the idea.
